Introduction
Under the oversight of the TERG, the Five-Year Evaluation is a major effort to review the functioning and performance of the Global Fund as an institution and a partnership, and to identify areas of strength and weakness that will lead to improving day-to-day operations. One of the most unique aspects of this evaluation is its attempt to measure impact – that is, to assess the reduction in the burden of HIV, TB and malaria associated with the collective scale-up of prevention and treatment activities by all partners. The Impact Evaluation will take place in 20 countries, with 8 countries engaging in an in-depth analysis including primary data collection as appropriate and 12 countries where impact analysis would be based on secondary data. The TERG has short-listed 11 countries as candidates for in-depth impact evaluation as listed below.

Impact Evaluation Task Forces
The Global Fund is pleased that UNAIDS has agreed to actively support the establishment of ‘Impact Evaluation Task Forces’ as the prime body coordinating in country impact evaluation activities in each of the 11 countries. These Task Forces will draw from local expertise and institutions to the greatest extent possible including government representatives, civil society representatives, technical partners, local universities and research institutions. UNAIDS will act as a catalyst at country level to stimulate partner dialogue and analysis of existing information for impact evaluation activities for all three diseases.
The Partners in Impact Forum
Four representatives from each Impact Evaluation Task Force are invited to participate in the ‘Partners in Impact Forum’ – a milestone in the Five-Year Evaluation effort. The Forum brings together both country level stakeholders and global partners involved in HIV/AIDS, tuberculosis and malaria impact evaluation activities. Country representatives and technical partners will present and discuss current and planned impact evaluation efforts in each country. The chief outcome of this event will be the refinement and reinforcement of each country’s impact evaluation plan, as an essential element of the Five-Year Evaluation.
